Palmo was the capital city of the Colonies planet Ghorman. Often described as peaceful and elegant, buyers and fashion designers from across the galaxy would visit the city to tour the showrooms, brokerages, and twilleries located there. Much like the rest of Ghorman, the city suffered under the reign of the Galactic Empire, with Grand Moff Wilhuff Tarkin landing his cruiser on 500 civilians in the Tarkin Massacre in 19 BBY. With the city continuing to serve as the capital under the new Empire, the city became major hotspot of resistance as Imperial rule continued during the Suppression of Ghorman. When tensions on Ghorman reached a breaking point following the empire landing mining equipment to gouge mine the planet for the rare mineral kalkite, thousands of the city's residents descended onto Palmo Plaza in protest, only to be mowed down by imperial troops in what became known as the Ghorman Massacre. By 1 BBY, Ghorman, along with Palmo, was considered virtually destroyed.

Palmo was the capital city of the planet Ghorman.[1] It was situated between mountains and the sea with canals running around its borders and through its interior.[6] Throughout the city, series of underground tunnels were used by twilleries in the production of Ghorman twill.[2]

Producing Palmo

Long before the Imperial era, many twilleries,[4] facilities that produced Ghorman twill from the silk produced by the native ghorlectipods,[1] opened in Palmo. One such twillery, the House of Rylanz, despite being over nineteen generations old, was considered one of the youngest twilleries in Palmo by the Imperial era.[4] As time passed, Ghorman twill became synonymous with luxury and quality, becoming a hot commodity galaxy-wide, and as such it rite of passage for fashion designers entering the industry to visit the planet. Adapting to the newfound fame, a planet-wide effort was put in place to transport Ghorman silk to Palmo,[1] and new showrooms and brokerages opened along with the existing twilleries continuing to operate, allowing buyers to visit Palmo to purchase the valuable twill, but also making the market quite competitive.[4] Despite the competition in the market however, Palmo came to be known as a peaceful and elegant metropolis.[1]

By the time of the Galactic Republic,[1] Ghorman had joined the Republic,[7] with Palmo serving as the planetary capital of Ghorman, and a central plaza was built in the center of the city.[1] along with Ghorman and it's sector, Sern, was represented in the Galactic Senate by Bal-Cobor Sampurn during the High Republic Era.[7] Even as the Republic began to decline, Ghorman continued to gain much political power due to valuable twill that was produced in Palmo.[1]

Even as the Republic continued to decline, the people of Ghorman stayed loyal to the Republic, with the role of the sector's senator eventually falling on Fang Zar by 19 BBY. That same year, supreme chancellor Sheev Palpatine declared himself Galactic Emperor, and reformed the Republic into the Galactic Empire with the promise of a safe and secure society. However, the residents of the planet, not wanting to be a part of the new empire, took to the streets of Palmo in peaceful demonstrations of the Empire. In response, Imperial Moff Wilhuff Tarkin was dispatched to the Ghorman's system, and upon his arrival, ordered his cruiser to land on the demonstrators at Palmo's capital plaza. In the resulting slaughter, five hundred unarmed protesters were crushed to death in what became known as the Tarkin Massacre. Soon after the massacre, a memorial monument was constructed at the site of the massacre,[4] and due to Ghorman's political power, the Galactic Empire was pressured into maintaining only small presence on the Ghorman,[1] mainly leaving only service branches such as the Imperial Bureau of Standards to continue operations on the planet from an office complex just off Palmo's capital square.[2] Despite the low presence, the effects of imperial rule could still be felt, and as a result a resistance movement known as the Ghorman Front began to take shape in Palmo.

By 5 BBY, Tarkin Initiative scientists developing the DS-1 Orbital Battle Station's Mk I Superlaser as part of Project Celestial Power discovered the need for the mineral Kalkite for use in reactor lens coatings. The only known deposits of the rare mineral were on Ghorman, and as such Director of Advanced Weapons Research Orson Krennic began making preparations for mining Ghorman, leading to a secret conference at the Maltheen Divide in 4 BBY, where where Imperial officials planned the suppression of Ghorman,[1] with ISB Supervisor Dedra Meero subsequently being placed in charge of the project. With the intention of radicalizing resistance to justify a military takeover and allow mining, Dedra, now the acting governor of the planet, established her base of operations at the Imperial Office Complex just off Palmo Plaza.[5] Simultaneously, in preparation for a military takeover of the city and planet, the Empire began building an Armory in Palmo under the cover of being a "New office complex".[4]

Palmo appeared in the second season of the live-action series Star Wars: Andor, first being mentioned in the season's first episode, "One Year Later," which was released on Disney+[1] on April 22, 2025[8] and later first being shown in the season's fourth episode, "Ever Been to Ghorman?",[2] released on April 29, 2025.[8]
