A force of the Galactic Empire's Imperial Military and Imperial Security Bureau was deployed[4] to the planet Ghorman as part of the Empire's Ghorman project, an initiative led by Director of Advanced Weapons Research Orson Callan Krennic to plan for the extraction of the vital mineral Kalkite, which was needed for Project Stardust.[6] By 3 BBY, the suppression of Ghorman was underway in preparation for a possible forceful relocation and genocide of the Ghorman people to extract the material. At this time, the force consisted of a contingent of Imperial security troopers, construction workers, several stormtroopers, as well as an Imperial Security Bureau team led by ISB Supervisor Dedra Meero.[5]
By 2 BBY, the Empire's subjugation had taken further measures, including a bolstering of forces and new Imperial installations, such as the completed Palmo armory and the Imperial Naval Terminal. Ground forces were complemented by a security regiment, more stormtroopers, and a group of KX-series security droids. After it was determined that there was no Kalkite alternative, the occupation force prepared to meet Director Krennic's schedule and extract the minerals needed.[1] As such, the Empire instigated and carried out the Ghorman Massacre, allowing for full Imperial conquest.[2]
