A crisis team was deployed by the Galactic Empire as a special unit for the Ghorman project. The crisis team was led by Captain Kaido and deployed on Palmo, the capital of the planet Ghorman,^[2] where they were tasked with provoking a riot as a justification for the pacification of the planet. Under ISB Supervisor Dedra Meero's command, the team trapped Ghorman protesters in Palmo Plaza and opened fire on a squad of security troopers, creating the impression that the protesters had turned violent. The Ghorman Massacre would ensue, resulting in the deaths of countless Ghormans and the complete Imperial takeover of the planet, a situation that the Imperial Security Bureau had been arranging for years due to Ghorman's importance to Project Stardust.^[1]
