Captain Kaido was an Imperial Army officer who was a crisis specialist. Kaido was deployed to Ghorman to oversee the tactical execution of the Ghorman project, instigating the local population to warrant an Imperial response.[1] After ISB Supervisor Dedra Meero ordered him to proceed, Kaido's forces angered the crowd into reacting, with an Imperial sniper killing an Imperial to allow Kaido's forces to begin firing into the civilian crowd. The subsequent firefight evolved into the Ghorman Massacre.[2]

Kaido was a human who served the Galactic Empire during its reign, holding the rank of Captain in the Imperial Army by 2 BBY. Regarded as a crisis specialist and problem solver, Kaido was dispatched to the planet Ghorman alongside a special team that year, with the goal of manufacturing a massacre to justify an Imperial occupation and genocide. Upon his arrival, he brought in several squads of infantry, including Sergeant Bloy's squad, and began to fortify Palmo Plaza in preparation for the riot.[1]

Personality and traits

"I see Imperial uniforms, Sergeant. I see a barricade lane to the Memorial that I need kept open. You will march them out there immediately and secure the area. Or you can all finish your days in an Imperial brig."

Kaido was a human male with short brown hair, blue eyes, and light skin, bearing a large scar on his left cheek.[1] Kaido had a stern command style and showed little regard for those beneath him, even ordering the deaths of Imperial personnel to achieve his aims. He was also openly condescending toward his superior and made it clear he wanted only to return home without incident.[2] Unrepentant for his actions, Kaido met the sight of the Ghorman Massacre with a pleased smile.[3]

Equipment

Kaido wore a black Imperial officer's uniform with a matching Imperial kepi and cape. He bore a code cylinder in his right pocket and a rank insignia plaque with one blue and three red tiles.[1]
