Moy was a human Imperial officer with the rank of lieutenant in the Galactic Empire's Imperial Security Bureau (ISB). They were part of a group of Imperials selected by Director Orson Krennic for the Ghorman project, an effort to ensure the Empire's control over the planet Ghorman in order to mine it. The lieutenant oversaw simulations for methods of relocating the Ghorman people. In 4 BBY, the people under the Ghorman project were gathered by Krennic in the Maltheen Divide for a full briefing on their goal, as well as discussion on the challenges they faced for it. Afterward, Moy spoke with Admiral Daysar, mentioning the simulations upon the latter's suggestion of starting a natural disaster or plague.

In 3 BBY, Moy joined Krennic, some ISB Supervisors, and other guests for a tour of the banker Davo Sculdun's gallery. During the tour, the lieutenant watched as Krennic engaged in an intensifying debate with Senator Mon Mothma. In 1 BBY, Moy passed forward news of the death of Luthen Rael—a suspected rebel spy in Imperial custody—to Krennic, interrupting the director's interrogation of ISB Supervisor Dedra Meero.

The Ghorman project

"No notes. No records. None of you were here. Nobody puts this in their calendar. All service and transport droids will be data-wiped, once we're done. Your colleagues, superiors… if they're not in this room, they're not cleared for the project. Colonel Yularen, Governor Tarkin, all senior commanders will be notified by the Emperor, at the time of his choosing. Now, the group in this room is, of this moment, the tightest of closed circles. Any security violation will be brought to the Emperor's personal attention."

Moy was selected to be part of the Ghorman project.

During the reign of the Galactic Empire, Moy served in the Empire's^[3] Imperial Security Bureau (ISB),^[2] reaching the rank of lieutenant. In 4 BBY, they were one of a handful of Imperials working with Director Orson Krennic on the Ghorman project, an initiative by Krennic to increase Imperial control over the planet Ghorman in order to extract vital kalkite from the surface. The kalkite was required for the construction of Krennic's^[1] Death Star^[3] superweapon,^[4] which was being fronted as Galactic Emperor Sheev Palpatine's "energy project" for the time being.^[3] The mining of the kalkite was feared to destabilize the planet's core, and, as such, the population needed to be handled in methods created by the project. Hypothetical scenarios for Ghorman population control ran by Moy included the use of natural disasters or plagues, the results establishing that their use would become unpredictable very quickly.^[1]

Moy was summoned to a secret meeting chaired by Krennic in the Maltheen Divide to discuss next steps for the removal of the Ghormans. There, the director explained the meeting's secrecy; there would be no records or notes, and any violation of security within the group would be brought to Palpatine's personal attention. Krennic then played to the room a Ghorman holodocumentary, which detailed the world's Ghorman twill and silk industry and the arachnid ghorlectipods that made it, and Krennic revealed afterward the Empire's need for the planet's kalkite.^[1]

Discussion further ensued on the logistics of the mining and dealing with resistance from the Ghorman populace, the attendees being informed they would be responsible for dealing with any military and propaganda efforts required against the world's visibility and political power on the galactic stage. Afterward, the attendees had a break for some refreshments and food. Moy spoke with Admiral Daysar, who pondered the possibility of using a plague or natural disaster to deter Ghormans from their homeworld. The lieutenant chimed in that they had gamed that out already.^[1] ISB Supervisor Dedra Meero was ultimately put in charge of the Ghorman project.^[5]

In 3 BBY,^[6] Moy attended an Investiture party on^[7] the Imperial capital planet^[4] Coruscant, hosted by the Chandrilan banker Davo Sculdun. At the venue, the lieutenant and a handful of other select guests were invited by Sculdun to see his personal art gallery, including Krennic, three ISB Supervisors, the antiques dealer Luthen Rael, Senator Mon Mothma, and more. Moy joined the majority of the group, which was shown artifacts around the room by Sculdun. Over the course of the tour, Mothma and Krennic exchanged thinly veiled taunts at one another. As their debate became more pronounced, Moy and ISB Supervisor Avril Heert exchanged looks multiple times. The group soon reached the Tinian Codex artifact, where ISB Supervisor Lonni Jung and Rael's assistant Kleya Marki had been. Jung explained the significance of the codex, Krennic using one of the facts to taunt Mothma again, bringing laughter from the rest of the group.^[7]

In 1 BBY,^[8] Meero found evidence to suggest that Rael had been a rebel spy she had been tracking down for some time. She attempted to arrest Rael, who stabbed himself and was taken into intensive care in the Lina Soh Hospital under Imperial custody. Marki, however, infiltrated the hospital and killed Rael, burying his secrets with him. Meanwhile, Meero was arrested and questioned by Krennic over a leak of information on the Death Star that had made its way to Rael and his assistant. Moy arrived at the interrogation room with an ISB Attendant and interrupted the interview. Outside the room,^[3] the lieutenant gave Krennic the news^[2] of Rael's death.^[3]

Personality and traits

Moy rarely diverged from their formal composure.

Moy kept composed in front of their colleagues, maintaining a neutral expression even during less formal gatherings. When the lieutenant and Supervisor Heert exchanged looks during Orson Krennic and Mon Mothma's debating, Moy retained their neutral composure.^[7] The ISB officer was sure to interrupt Krennic's interrogation of Dedra Meero to pass on the news of Luthen Rael's death.^[3] A human, Moy had light skin, black hair, and brown eyes.^[1]

Equipment

Moy wore a white Imperial officer's uniform with black breeches, a black belt, two code cylinders, and a rank insignia plaque with three blue tiles.^[1] At the investiture party, Moy's uniform was decorated with silver features on their shoulders and collar, with a middle white stripe along their black belt.^[7] They also donned black gloves when bringing Krennic the news of Rael's death.^[3]

Behind the scenes

Moy debuted in "One Year Later,"^[1] the premier episode of the second season of the live-action Disney+ television series Star Wars: Andor, which aired on April 22, 2025.^[9] Footage of the character was revealed beforehand in the first trailer for the season, published on the official Star Wars YouTube channel on February 24 of that year.^[10] Moy was portrayed by actor Jos Slovick.^[1]
