"Why not have a plague? Or stage some natural disaster? That'd motivate them to leave the place on their own accord."
"We've actually gamed that out. It gets unpredictable very quickly."
―Daysar and Moy — 20?cb=20250116042720 ▶️ (file info)[1]

Daysar was a human Imperial officer with the rank of admiral in the Galactic Empire's Navy. In 4 BBY, Daysar was one of a handful of Imperials personally requested by Director of Advanced Weapons Research Orson Callan Krennic to join the Ghorman project, which Daysar agreed to join. As a member of the project, the admiral attended a secret conference at the Maltheen Divide alongside members of other Imperial organizations involved in the project.

During the conference, they discussed the project's need to extract vital kalkite from the surface of the planet Ghorman for use in the Galactic Emperor Sheev Palpatine's "energy project." Daysar questioned various attendees on aspects of the Ghorman project, such as repopulation efforts, and later suggested creating a plague or feigning a natural disaster to relocate the Ghorman people, before Imperial Security Bureau Lieutenant Moy shared that simulations had been run that had gamed those ideas out.

Admiral of the Ghorman project

"No notes. No records. None of you were here. Nobody puts this in their calendar. All service and transport droids will be data-wiped, once we're done. Your colleagues, superiors… if they're not in this room, they're not cleared for the project. Colonel Yularen, Governor Tarkin, all senior commanders will be notified by the Emperor, at the time of his choosing. Now, the group in this room is, of this moment, the tightest of closed circles. Any security violation will be brought to the Emperor's personal attention."

During the reign of the Galactic Empire, Daysar served in the Imperial Military's Naval branch, reaching the rank of admiral. By 4 BBY, they were one of a handful of Imperial officers who worked with Director Orson Krennic on the Ghorman project, an initiative by Krennic to increase Imperial control over the planet Ghorman in order to extract vital kalkite from the surface.[1] The kalkite was required for the construction of Krennic's Death Star superweapon, which was being fronted as Galactic Emperor Sheev Palpatine's "energy project" for the time being.[2] The mining of the kalkite was feared to destabilize the planet's core, and, as such, the planet's population needed to be handled in methods created by the project.[1]

That same year, Daysar, along with other members of the Ghorman project, was summoned by Krennic to a secret conference in the Maltheen Divide to discuss next steps for the removal of the Ghormans. There, the director explained the meeting's secrecy; there would be no records or notes, and any violation of security within the group would be brought to Palpatine's personal attention. Krennic then played to the room a Ghorman Holodocumentary that detailed information about the planet, such as its Ghorman twill industry. Soon after, Krennic revealed the Empire's need for the planet's kalkite.[1]

Discussion and dessert

"There is a risk of… total collapse."
"Nine cities. Eight-hundred thousand Ghormans."
"Well, relocation would be ideal. But we need to plan for alternatives, all of which will require preparation."

Discussion at the conference soon ensued on the Suppression of Ghorman through the use of military and propaganda. When Imperial Security Bureau (ISB) Major Lio Partagaz questioned the process of the kalkite extraction, an engineering officer stated that the process would provide major challenges to the local population. Daysar, unsatisfied with the lack of detail, requested clarity, to which the engineering officer responded by sharing how the mining process could stress the planet's core, potentially destabilizing the planet. Following these comments, Daysar, unsure of what was to happen to the planet's population, reminded the room of statistics relating to the planet's population and cities, to which Krennic responded by sharing the possibility of repopulation, though added that the group should prepare for 'alternative solutions'.[1]

As the conference continued, snacks were brought into the room for attendees, allowing the various Imperial officers to converse privately. During this time, the admiral took some treats for themself while suggesting various relocation tactics, such as staged plagues or staged natural disasters, to ISB Lieutenant Moy, who then shared how various simulations had gamed out such possibilities.[1] Ultimately, ISB Supervisor Dedra Meero was put in charge of the Ghorman project, and the suppression of Ghorman began.[3]

Personality and traits

Partagaz: "The Kalkite extraction; I'm assuming it's an invasive process?"
Engineering officer: "It would present stark challenges to the local population."
Daysar: "Meaning what?"
Engineering officer: "The extent of our withdrawal may render the planet unstable. It's gouge mining. There would be stress on the planet's core."

Daysar kept focus during meetings, paying attention to the important details and asking for further clarity when details were not provided. A human, Daysar had light skin, white hair, and blue eyes.[1]

Equipment

Daysar wore a dark gray Imperial officer's uniform with a code cylinder on each breast and a rank insignia plaque with six blue tiles.[1]

Behind the scenes

Daysar debuted in "One Year Later,"[1] the premiere episode of the second season of the live-action Disney+ television series Star Wars: Andor, which aired on April 22, 2025.[3] Daysar was portrayed by actor David Westhead, and while not referred to by name in the episode, the character was identified as "Admiral Daysar" in the credits.[1]
