Dee Shambo was a human male member of the Galactic Empire's Ministry of Enlightenment who, alongside his colleague Nisus Osar, arranged the death of an Imperial Navy inspector in 5 ABY as part of a story to turn galactic opinion against the Ghorman people of the planet Ghorman. In 4 BBY, he and Osar attended a secret meeting at the Maltheen Divide where Director Orson Krennic spoke about the need to remove the Ghormans from Ghorman so that the Empire could mine kalkite there. Krennic then introduced Shambo and Osar, who proudly explained their plan to weaponize galactic opinions against the Ghorman. Media coverage to this effect then continued in the lead up to the Ghorman Massacre in 2 BBY.

Making a good story

Dee Shambo was a human male who worked in the Galactic Empire's Ministry of Enlightenment. In 5 BBY, when Imperial shipping lanes had to be shut down, the Ghorman people of the planet Ghorman resisted Imperial inspections being carried out on their world. Working with[1] his[2] colleague Nisus Osar, Shambo arranged for the death of an Imperial Navy inspector and then shaped a story for the press that the death had been due to the Ghorman's pride. This was part of a wider Anti-Ghorman whispering campaign designed to turn the rest of the galaxy against the Ghorman, as plans were forming for the removal of the Ghorman people from Ghorman so that the Empire could mine kalkite there.[1]
Dee Shambo and Nisus Osar attended a secret meeting in the Maltheen Divide.
Toward that goal, Shambo and Osar attended a secret meeting in[1] a lodge[2] at the Maltheen Divide in 4 BBY to discuss next steps for the removal of the Ghormans. The meeting's chair, Director Orson Krennic, explained that there would be no record of the meeting and that no one present was to take notes, as officially none of them were ever there and any security violation within the group would be brought to the personal attention of Galactic Emperor Sheev Palpatine.[1]
The diretor then played the dozen other attendees a tourism video for Ghorman, detailing the world's Ghorman silk industry and the arachnid ghorlectipods that made it. Krennic then revealed the Empire's need for kalkite, claiming it was for the Emperor's Energy Initiative,[1] which in reality was a project to construct the Death Star superweapon.[3]

Dee Shambo spoke about weaponizing galactic opinion about the Ghorman people.
Krennic explained that should the Ghorman resist their relocation, the group gathered would be responsible for dealing with any difficulties in terms of both military action and propaganda that would be required to counter the world's visibility and political power on the galactic stage. Krennic then introduced Shambo and Osar, who stood and explained the work they had already done with the inspector's death to turn public opinion against the Ghorman. Shambo then spoke of how the opinion of Ghorman arrogance that they had created could be weaponized against the Ghor.[1]
After Osar began talking about how they would compare the personality of the Ghorman people to the spiders they worked with, Krennic cut the pair off[1] while giving a tickled smile. During a break for gourmet snacks,[2] Shambo and Osar helped themselves from a table in the corner then stood drinking by the conference room's fireplace as Krennic approached Imperial Security Bureau Supervisor Dedra Meero, having noticed that[1] she[2] was not impressed by Shambo and Osar's campaign. The director asked for whatever plan she had concocted while the duo had been speaking and Meero proposed that the propaganda would only get the Empire so far, claiming that what they really needed was to manipulate rebels on Ghorman into acting in a way that they could retaliate against.[1]
As suggested by Shambo, anti-Ghorman propaganda turned the galaxy against the Ghorman.
Meero was then given control of the Ghorman project and, with continuing media coverage to turn the galaxy against the Ghorman, she oversaw a massacre of the Ghorman people[4] in 2 BBY.[5] Following the massacre, several senators in the Imperial Senate followed anti-Ghorman talking points, but Senator Mon Mothma spoke out against it and declared that the Senate had lost sight of the truth, denouncing the Emperor before fleeing to the Alliance to Restore the Republic.[6]
Personality and traits
Shambo simpered proudly[2] when telling other Imperials about how he and Osus had arranged the death of the Imperial inspector and confidently stated that they could weaponize opinion against the Ghorman. He had light skin, brown eyes, and black hair,[1] which he kept well-groomed[2] at the Maltheen Divide meeting.[1]
Equipment
During the meeting at the Maltheen Divide,[1] Shambo wore a civilian suit[2] consisting of a gray jacket and pants with a white shirt and black tie. He also bore a plaque on the left breast of the jacket.[1]

Dee Shambo was portrayed by Fred Haig in "One Year Later," the first episode of the second season of the live-action Disney+ series Andor,[1] which aired on April 22, 2025.[7]
