The Monarch of Naboo was the king or queen ruling over the planet of Naboo. This monarch served as an elected official since a political restructuring circa 150 BBY and held the powers of Head of State, Head of Government and Commander-in-Chief.

Appointment of the monarch

For most of its history, the Naboo monarchy was a democratic one, with the citizens electing their sovereign like any other governmental official. Nabooian rulers were elected by their people on merit and intellectual maturity, regardless of their biological age. This led to individuals as young as thirteen occupying the throne, and even younger monarchs were known to have been chosen. Similarly, the right to vote was based on intellectual development, as determined by various aptitude tests taken in the schools.^[1] Initially, the elected sovereign retained their position for life, but this was changed in the few decades before the Galactic Civil War. In that new system, the monarch could only reign for a maximum of two four-year terms, with the possibility to step down from the throne whenever he or she chose.

Powers and functions

History

Origins and early sovereigns

From the Galactic Republic's point of view, the monarchy of the Naboo people was their single most important institution, and its origins could be traced back to the earliest days of their society.^[1] Around 3,900 BBY, the Republic explorer Kwilaan, discovered the planet Naboo with a fleet of three starships. Groups of Human refugees fleeing a civil war on Grizmallt, led by none other than Kwilaan, settled in the mountains and great grass plains of Naboo.^[2] The settlers established various city-states, which were in a constant struggle with each other. Additionnally, the colonists clashed with the amphibious Gungans, who were native to the planet. In that time of conflict, the Grizmalltian—who had become the Naboo—eventually appointed one woman their leader. She accepted the position and title of Queen, but refused to start a hereditary dynasty, decreeing that her people would elect the wisest among them after her death.^[1]

The Nabooian constitution, however, came with a provision that allowed the monarchy to become hereditary with the emergence of a worthy dynasty.^[3] That clause was invoked at least once in history, with the rise of King Jafan, who helped restore peace on Naboo after the Time of Suffering.^[4]

Nonetheless, the hereditary monarchy ultimately died out. The dynasty's last member died in combat during the Gungan–Naboo War and without a designated heir. In need of a new sovereign to lead them in that time of conflict, the Naboo reverted to their system of elective monarchy and appointed a new Queen. Since then^[5] and at least until the time of the Galactic Civil War, the Royal Court of Naboo remained meritocratic.

Twilight years of the Republic

From around 65 to 46 BBY, the throne was occupied by Bon Tapalo, who partly owed his election to Magister Hego Damask, the public alter ego of the Dark Lord of the Sith Darth Plagueis. Under King Tapalo's reign, Naboo moved for full membership in the Galactic Republic, despite the opposition of conversative royal houses. Tapalo was then succeeded by Ars Veruna, one of his political allies and confident.^[3]

Veruna became embroiled in dubious offworld politics, and his desire for "advancement" contrasted with the population's traditional Naboo ideals. In the meantime, Padmé Amidala, an exceptionally gifted young girl from the House Naberrie, grew in popularity.^[1] A member of the Apprentice Legislators at the age of eight, she had become Princess of Theed by her twelfth birthday. Dwarfed by a child and facing his own impopularity, Veruna abdicated in 33 BBY, and Padmé Amidala was elected to take the royal mantle. Shortly after his abdication and the coronation of Amidala, Ars Veruna was murdered by Darth Plagueis.^[3] Veruna's reign did not leave fond memories, and a new legislation was passed so that the elected monarch could serve for a maximum of two four-year terms.^[6]

Amidala had been queen for only a few months when the Trade Federation imposed a blockade on Naboo. The young monarch refused to bow to the Federation, not kowing that the Sith were pulling the strings. The Trade Federation's droid army subsequently invaded the planet, and its Viceroy Nute Gunray intended to force Amidala to sign a treaty legitimizing the occupation of Naboo. With the timely intervention of the Jedi Knights Qui-Gon Jinn and Obi-Wan Kenobi, Queen Amidala escaped the planet and reached Coruscant, where she met with Senator Palpatine, Naboo's representative to the Galactic Senate. Noting that the galactic government was mired in the procedures and could never react in time, the Queen return to her homeworld and sought the help of the Gungans. For the first time in history, the two peoples of Naboo became real allies. Under the guidance of Amidala and the Jedi, the Nabooian resistance drove the Trade Federation off the system.^[7] Due to her role in the liberation of Naboo and the reconciliation with the Gungans, Padmé Amidala proved to be extremely popular. At the conclusion of her second term in 25 BBY, people begged Amidala to remain in office, but she ultimately refused and succeeded to Horace Vancil as Senator of the Chommell sector.

Subsequently, the Naboo selected Jamillia, a woman from the southeastern regions of the planet. The Clone Wars, a conflict between the Republic and the Confederacy of Independent Systems led by the former Jedi Dooku of Serenno, broke out during the fourth year of her reign. A no-nonsense leader who despised small talk, Jamillia loosened Naboo's immigration restrictions to aid refugees fleeing the seceding worlds find resettlement. She was not, however, re-elected for a second term.

The Clone Wars and the rise of the Empire

In 22 BBY,^[8]^[9] a juvenile politician named Neeyutnee took Jamillia's spot. Still young and yet mature, Neeyutnee ruled over Naboo during most of the Clone Wars, and she tried to protect her planet from the hardships of battle. With the help of Senator Padmé Amidala, the Queen investigated the return of the Trade Federation on her homeworld, only to find out that the Confederacy of Independent Systems had established a secret laboratory on Naboo and sought to recreate the deadly Blue Shadow Virus there. During her reign, Neeyutnee also faced an attempted invasion of Naboo by the Confederacy, the leaders of which tried to play the Naboo and the Gungans off against each other. Like her predecessor Jamillia, Queen Neeyutnee stepped down from office after only one term.

In 19 BBY, the Senator Amidala convinced the young Apailana, who had been bord in the year of Naboo's victory against the Federation, to run for the royal election. Apailana was approved by the voters and became Queen. Her rule, however, began in mourning. In the closing stages of the Clone Wars, Padmé Amidala was murdered by her husband, the fallen Jedi Anakin Skywalker.
