Head of State was a general term used to refer to a state's leader. It could be used to describe a nation's symbolic leader or the actual political leader. It is usually separate from the Head of Government, who usually do the running of the nation or oversee the legislature, but in some states the Head of State was the true leader. In some states, like the Galactic Republic, the title of Head of State and Head of Government were held by the same person, the Supreme Chancellor.

Count Dooku was the Head of State of the Confederacy of Independent Systems. The leader of the Imperial Remnant also held the title Head of State, such as Jagged Fel before it was reorganized into the Fel Empire and the title of Emperor was restored.
