Spinning up a brief CT on these three infobox templates Template:City, Template:Government, Template:SpaceStation. We've recently tweaked a few like the Food template, but that was mainly just renaming fields (as food can come from a moon or system, not just a planet, so it went from |planet= to |origin=).

But, for these they have both a |planet= and a |moon= field, and infobox field merges (as opposed to renames) effect enough pages to leave a paper trail and also require a tad of work on the backend. But at the same time, a month long Senate Hall for what is essentially an agree/disagree question probably would drag a bit. After discussion with Imp, setting up the three subvotes below:

SpaceStation

To merge |planet= and |moon= to one |orbited= field, as this template most closely reflects the format of Template:CelestialBody, and unspecified astronomical objects can have stations orbiting them, so right now there's no place to show that.

Oppose

City

To merge |planet= and |moon= to |celestialbody= because unspecified celestial bodies can/and do have cities on them. Or just celestial bodies that are of specified type but aren't a planet or a moon, like Point Nadir on a comet.

Government

In a similar vein, to merge |planet= and |moon= to |celestialbody= here as well. There's some unspecified celestial bodies with governments, and etc.
