With the Grand Moff article saying that that rank as well as Oversectors were created in 14 BBY, you can narrow down the timeframe to 14 BBY to 5 ABY. You might also be able to narrow the time frame further to 14 BBY to 4 ABY since the Battle of Xorrn involves the Rebel Alliance, which, I think, was made into the New Republic in 4 ABY. "The Alliance was reorganized into the New Republic following the Battle of Endor according to Star Wars Battlefront II, which is dated to 4 ABY by the Galactic Atlas." — can I please get a clarification on whether it was the Battle of Endor or the events of Battlefront II that were dated to 4 ABY by the Galactic Atlas?
