Description
The Rokana Code was the guiding egalitarian rules used by Rokana Raiders. The code was based on collective decision making where all important issues are put to a vote. It also laid out rules for how shares of raids are split, with the captain earning an equal share, old timers getting two shares, injured pirates receiving a share and a half and droid receiving no shares at all nor votes. The code also laid out guidelines for punishments, with raiders caught stealing or selling out the crew getting marooned with limited air.[1]

| The crew votes on everything, and any raider can call for a vote. When a decision's made, everyone falls in line. The crew chooses the captain. If the crew votes to replace the captain, the captain has to go. Pay comes out of the haul from the raids. No prey, no pay.The captain gets an equal share. Old timers get two shares. If a raider takes a bad hit or loses a limb, they get a share and a half. Droids can't vote, and droids don't get shares. The crew is loyal to each other. Not to other bands, not to the syndicate, and not to the government. Any raider caught stealing or selling out the crew gets marooned on an asteroid with a day of air. | |
History
Sometome before 3 ABY, the Rokana Raiders elected Stinger Tash as their leader by a vote. One member of the raiders, Ibess the Qua voted for Tash in part because she had a great story. By 3 ABY,[2] a member or the raiders had written an "annotated" version of the code which suggested that in practice Tash was in charge and that new recruits should do whatever she said and that insisting on a vote could lead to their death. During this time punishments for Gar Tharik and Big-Hands Leduu were put to a crew vote and were relatively light where as punishments for Orr Dayfinder, Paias Reef and Shifty Lin Vane were decided by Tash directly with no vote and resulted in the death of the punished.[1]
In 3 ABY,[2] the raiders disabled an EML-850 light freighter near their base in the Khepi Tomb in the Sayma Nebula. When they boarded they discovered Kay Vess whos fate was decided by vote after Ibess suggested that the group check if she had any bounties. In a vote of three to two Vess was taken to a cell at the priate's base. There she met Hondo Ohnaka and the pair worked together to escape the raiders. They however later returned to the base with Vess disguesed as a raider having pretended to have captured Ohnaka so the pair could steal the treasure of the Khepi rumored to be at the base.[1]
Later that day, while in the tomb's burial chamber, Ohnaka challenged Tash for leadership of the raiders. Vess, who was still disguise as a raider, spoke for Ohnaka to convince the the group to vote for him over Tash.[1]
After the vote, disaster struct which resulted in activation of the tomb's sentry droids killing many of the raiders and causing the rest to flee the base.[1]
Behind the scenes
The Rokana Code appeared in the "A Pirate's Fortune" expansion for the Massive Entertainment video game Star Wars Outlaws,[1] which was released on May 15, 2025.[3] During the vote for leadership there are three possible outcomes depending on the player's choices: Tash wins and activates the sentry droids, Ohnaka wins and activates the sentry droids, or Ohnaka wins and Tash overloads the base's generator causing nebula gasses to flood the base.[1]
