- "The planet Otsuka. Progressive aristocratic conclave, renowned for its luxurious hotels and perpetually open holobookshops… and the supernatural luck of its inhabitants."
- ―TC-99 recalls Otsuka's entry in Oolon's Star Almanac
Otsuka was a fictious planet that was listed in Oolon's Star Almanac, a record of thousands of made-up star systems and their inhabitants written by the author Oolon and stored on data-tapes. The almanac described the world as being a progressive aristocratic conclave that was renowned for having luxurious hotels, holobook shops that were perpetually open, and inhabitants who possessed supernatural luck. Shortly after the formation of the Galactic Empire[1] in 19 BBY,[2] Colonel Halland Goth of the Emperor's Royal Guard and his TC-series protocol droid TC-99 came to possess the Almanac and read through the entries as an amusing diversion.[1]
TC-99 at some point read the entry on Otsuka in the almanac and recalled it[1] later in 19 BBY,[3] when he discovered a recording of the Sith Lord Darth Vader in the droid matrix of the FX-series medical assistant droid FX-6. As luck would have it, Goth had tasked TC-99 with researching Vader, although his tinkering with the matrix was an unrelated task.[1]
