Luggs Neelo was the uncle of pilot Nash Durango and the proud owner of a pristine condition XD-7 speedster, which he once displayed at the Tenoo Starship Show between 233 BBY and 232 BBY.[2] Neelo's enthusiasm for his XD-7 was primarily admiring the fast ship, and therefore, he refused to fly it. When he took the XD-7 to Tenoo, he installed a cockpit lock and a hidden tracker on the ship for security. Despite his security measures, a distraction at the Tenoo Starship Show staged by Draiven Bosh and his crew distracted Neelo, allowing the Moldwarp thief to steal Neelo's XD-7.[1]
Following the tracker, Neelo, Durango, the droid RJ-83, and Jedi Initiates Kai Brightstar, Lys Solay, and Nubs followed Bosh to a scrapper shop run by the Ugnaught Eunice Ino. Neelo and the Jedi snuck into the hangar intent on attaching the Crimson Firehawk's tow cable to the XD-7 and stealing it back. Accidentally knocking over some crates with the cable, Neelo and the Jedi were spotted by Bosh's crew, who quickly mobilized to thwart Neelo's recovery of the valuable ship. When one of Ino's massiffs severed the tow cable, Neelo decided to fly the ship out of the hangar despite his concern for its condition. As Neelo began to take off, Bosh began to seal the hangar's blast doors, and Neelo barely escaped. Unfortunately, his XD-7 was scratched by the blast doors in the escape, but Neelo quickly admired the beauty of flying the ship.[1]
Back at the Starship Show, Neelo decided to continue displaying his XD-7 , but allowed the attendees to admire it more closely, even letting children sit in the cockpit. As thanks for her assistance, Neelo invited his niece to pilot the ship around Tenoo.[1]

Luggs Neelo first appeared in the episode "The Starship Show" from the animated series Star Wars: Young Jedi Adventures.[1] He is voiced by Antonio Alvarez.[3]
