Hoogenz was a Buktari who, alongside fellow Buktari Anonda,[1] spent time in Niima Outpost on the desert planet Jakku during the reign of the New Republic.[2] In 34 ABY,[3] the pair stood together inside the outpost's[2] Concession Stand,[4] a tent operated by the junk dealer Unkar Plutt, as the scavenger Rey traded salvage with Plutt for portions while other scavengers queued behind her.[2]
In the outpost, Hoogenz wore a green shirt and brown pants with a gray duster over them as well as a pair of brown boots and a gray face mask with slitted eye covers and a hose running from the end of the mask's snout down to the Buktari's belt. The outfit matched that of Anonda. Hoogenz also carried[5] a brown leather satchel[1] and a blaster rifle.[5]

Hoogenz was created for the sequel trilogy film Star Wars: Episode VII The Force Awakens[2] on December 18, 2015.[7] The character was one of two Buktari characters based on designs for a desert scavenger by Jake Lunt Davies. Davies produced one piece of concept art for the design on November 26, 2013[1] and another titled "Bounty Hunter Sand Man C010."[8]
The name Hoogenz did not appear in the film[2] but was first used in the The Force Awakens update to the Avalanche Software video game Disney Infinity 3.0[6] which was released on the same day as the film.[7] Despite the game being non-canon, Lucasfilm Story Group member Pablo Hidalgo confirmed on Twitter that the names provided by the game for previously unidentified characters were considered canon.[9]

In Disney Infinity 3.0, players can encounter Hoogenz stood beside an oil bath in Niima Outpost. If spoken too, the Buktari informs the player that people laughed at them for wanting to run an oil bath for droids on Jakku and then asks the player to use salvage to repair several leaks in the pipes leading to the bath. This begins the quest "Oil's Well," which unlocks Hoogenz as a useable character if completed within a certain time limit. Once the player repairs all the leaks, they turn on the oil bath and the Buktari thanks them, the admits they now need to find some droid customers.[6]
Hoogenz was shown selling ice cream in LEGO Star Wars: The Force Awakens.
Hoogenz also appeared in the 2016 non-canon Traveller's Tales video game LEGO Star Wars: The Force Awakens, where the Buktari can be seen running an ice cream stand in Niima Outpost during the third chapter. Completing the chapter unlocks Hoogenz as a playable character of the scavenger type who uses a blaster pistol.[10] Neither game specified which of the two Buktari in Episode VII was Hoogenz[6][10] but Lucasfilm Story Group member Leland Chee clarified on Instagram in 2023 that Hoogenz has a brown leather satchel in the film, while Anonda has a canvas olive-gray satchel.[1]
