Due to some changes on the backend of things, two recent changes have occurred with the rollback role (sort of bug fixes in a way, but Wook's config file is custom so it's taken awhile to get these done).

Rollbacks (as of now) have been exempted from the ratelimit (doing too many actions in too quick a succession); issues were arising where they couldn't mass-rollback edits fast enough before getting throttled. Limited the tool's utility given the number of sockpuppets we have to revert daily, so this is a tweak that's been made.

Additionally, Fandom recently made some platform-wide changes to file moving permissions. What this ultimately means for us is that rollbacks (in addition to admins, and also content mods, even though we don't use the latter role) can now move files.

As such, proposing a brief update to the Wookieepedia:Rollback wording in the form of a new rule, to be placed between #3 and #4, reading:

Users with rollback rights also have the ability to move files and are expected to use the permission responsibly.

And then to add the following sentence to the existing rule #1, to read:

Rollback should be used with caution and restraint, in part because the automated edit summary leaves no explanation for the reversion. Reverting a good-faith edit may unintentionally send the message that the edit being removed was nonsense, and may come as a slap in the face to the user being reverted. Users with rollback rights are exempt from the site's action ratelimit to allow them to efficiently revert edits in certain circumstances in which mass-reversions are needed.
