A human male served as an admiral in the Galactic Empire's Imperial Security Bureau. Between 12 BBY and 1 BBY, he became aware of terrorist plans made by Yasaburō, the leader of the Yasaburō clan on the planet Tao. To avoid escalation, he spoke with Yasaburō's daughter Ochō, who agreed to negotiate with Yasaburō and stop his plans. Later, after failing to persuade her father, Ochō and her sister Lop were stopped by a blockade, where the admiral spoke with them. Lop learned of their agreement and Ochō apologized for her failure to stop her father, saying she would convince or force him to stop. The admiral then invited her to join the Empire, which Ochō accepted.

A human male[1] was an admiral in the Galactic Empire's Imperial Security Bureau.[2] Between 12 BBY and 1 BBY,[3] he[2] became aware of terrorist plans made by Yasaburō, the leader of the Yasaburō clan on the planet Tao who was opposed to the Empire's redevelopment initiative on the planet. To avoid escalation, the admiral spoke with Yasaburō's daughter Ochō, who agreed to negotiate with her father on the Empire's behalf and promised to stop the insurrection. Following an attack on Tao's Imperial base, Ochō argued with Yasaburō, but failed to persuade him to stop opposing the Empire. Following their argument, Ochō and her sister Lop drove a landspeeder down a bridge until they arrived at a blockade set up by the admiral and a group of stormtroopers.[1]

The admiral informed Ochō that he had been waiting for them, and the sisters exited their landspeeder. Lop asked Ocho if she knew the Imperial officer, and the admiral responded that they did. He then told Lop of their agreement, explaining that Ochō understood the benefits the Empire offered. Ochō confirmed the admiral's statements to Lop, stating that Yasaburō was blinded by idealism. The admiral then told Ochō that if she was unable to get the Yasaburō clan under control, the Empire would make life rough for them, but that he was sure she would understand. Ochō apologized and said she would either persuade Yasaburō or force him to stop.[1]

Admiring her determination, the admiral invited her to join the Empire's redevelopment initiative, which he claimed was in the best interest of the planet. He then added that they could bring an end to the bloodshed. Although Lop attempted to convince Ochō not to side with the Empire, Ochō cut her hair and joined the admiral. Seeing this, Lop leapt off the bridge, which the admiral chuckled at. Ochō became[1] a lieutenant[2] for the Empire and soon after fought against Yasaburō and Lop, but was forced by the latter to retreat.[1]

The admiral had blue eyes, black hair, and light skin.[1] He flaunted his high rank with his non-regulation hair style,[2] which was longer on one side and had shaved portions on the other,[1] and facial hair,[2] of which he had a gray patch on his chin. The top of his ears were colored green, and he had dark blue markings around his eyes. He considered determination to be an admirable trait.[1]

Equipment

He wore a white uniform, which identified him as a member of the Imperial Security Bureau.[2] The admiral's uniform included a rank insignia plaque, a code cylinder, a black belt, dark pants, dark boots, and dark[2] leather gloves.[2]

The admiral first appeared in "Lop & Ochō," a short film directed by Yuki Igarashi and released as part of the first volume of the non-canon Star Wars: Visions animated series. The episode was produced by Geno Studio[1] and released on Disney+ on September 22, 2021.[4] He was voiced by Taisuke Nakano in the original Japanese and by Kyle McCarley in the English dub.[1] The admiral and other Imperial designs were as close as possible to conventional designs, while main characters used Japanese designs, which Igarashi explained allowed them to be original while still feeling like Star Wars.[2]
