The Ubiqtorate was one of several organizations established by the Galactic Empire following the transition from the Galactic Republic. When the four heads of the intelligence agencies combined their forces to prevent corruption from senators, they unified into the Ubiqtorate, which acted both as the agency in command of Imperial Intelligence,[3] providing analysis and intel to the Imperial Army and Navy. Ubiqtorate agents were known to be working closely and cooperatively with the military and were thus better received by their peers than their COMPNOR or ISB counterparts.[2] The Ubiqtorate headquarters were located in the COMPNOR arcology on Coruscant, which also housed COMPNOR[1] and the ISB Central Office, although the two agencies were at odds with each other.[4]
Five years after the conclusion of the Clone Wars in 14 BBY, Harus Ison, then Deputy Director of the Imperial Security Bureau was promoted and moved into the Ubiqtorate.[1] Around 3 ABY, the Ubiqtorate conceived and implemented Project Swarm, the mass deployment of Viper probe droids in the Outer Rim Territories;[2] although initially unsuccessful,[5] the project eventually succeeded in locating the Rebel base on Hoth, earning its architect, Major Roj Ohjon a promotion to Colonel and a favorable reassignment to Coruscant.[2]
Behind the scenes
The reference book Star Wars: The Rise and Fall of the Galactic Empire mistakenly refers to the Ubiqtorate as being the formal name of Imperial Military Intelligence.[2] In truth, as confirmed by Lucasfilm Story Group member Pablo Hidalgo, the Ubiqtorate is the command organization of Military Intelligence.[6]

Pablo Hidalgo (@infinata.bsky.social) on Bluesky (post on May 20, 2025): "Yeah, the Ubiqtorate is sort of like the command center of Intel. (In response to: "Thank you, Pablo! So, Imperial Military Intelligence falls under the overall military chain of command, whereas the ISB falls into the COMPNOR/civilian side. I’m aware in lore there’s a group called the Ubiqtorate, are they the leaders of military intelligence?")" (backup link)
