Raal's Regulators was a mercenary group led by Sanlo Raal that occasionally did bounty hunting. They were the go-to group for Heta Kol before her rise as Field Marshal for the Hidden Chain.
History
The group of Raal's Regulators was founded by Sanlo Raal, a former member of the InterStellar Regulators, a mercenary group, on Makeb.[1] In 3638 BBY,[2] during the Conquest of Makeb by the Hutt Cartel, the Cartel bribed the leaders of the Regulators to betray their contracts and assist in a coup against the planetary government. When several Regulators refused to support this betrayal, they were either killed by their own corrupt comrades or forced to flee the planet. Along with a small group of loyal Regulators, Sanlo seized control of a Hutt transport, rescued several Regulators who were under fire from Cartel forces, and escaped the system.[1]
Sanlo was later contacted by her former commanding officer. He proposed to cover up her actions from the Hutt Cartel on the condition that she assassinate a member of the Exchange. After successfully completing the mission, she formally named her band of fugitives Raal's Regulators and established their base of operations on Nar Shaddaa. Benefiting from her unblemished standing with the Hutts, Raal's Regulators carried out numerous assignments for the Cartel, included guarding smuggling lanes, reclaiming Hutt property, and tracking down fugitives. It was during these activities that Sanlo’s small mercenary group first drew the attention of Heta Kol.[1]
As Kol began the aggressive expansion of the Hidden Chain, she relied on Sanlo Raal and her network to move goods seized in Hidden Chain raids and sell them on the black market. Later, Heta assigned Raal's Regulators to locate and capture Force-sensitive individuals, who were then forcibly inducted into the Hidden Chain.[1] Around 3623 BBY,[3] Heta Kol gave the group a highly valuable and exclusive bounty contract for the capture of the defector Jemala Ha'rangir[4] as well as the Force-sensitive that Jemala had helped free. The group had managed to capture many of the escaped Force-sensitives, however Jemala and her lover Ora Nem were still eluding them on Tatooine. At some point the Commander of the Eternal Alliance, wanting information from Jemala on Heta Kol's whereabouts, helped them by killing the Regulators that were after her, including Sanlo Raal herself.[5]
