Phobos was a Sith Lord who was considered ancient[1] by the year 35 ABY.[2] The Sith Eternal, a Sith cult operating at that time, adopted the tradition of naming its Sith trooper units after ancient Sith.[1]

Following that practice, the Phobos Legion was named after them. Since the history of the Sith largely remained a secret to the rest of the galaxy, only members of the Sith Eternal were aware of the significance of the unit's name.[1]

Phobos was first mentioned in the new Star Wars canon in Star Wars: The Rise of Skywalker: The Visual Dictionary,[1] a reference book published on December 20, 2019 and serving as a companion for the film Star Wars: Episode IX The Rise of Skywalker.[3]

A Theelin Sith Lord named Darth Phobos had previously appeared in the Star Wars Legends continuity. In Legends, she was originally created as an exclusive character for the PlayStation 2, PlayStation Portable and Wii versions of the 2008 video game Star Wars: The Force Unleashed, developed by Krome Studios and published by LucasArts.[4]
