Noro was an individual who served the Galactic Republic during the High Republic Era.[1] In 228 BBY,[2] Noro was present in the office of Republic Senator Rina Greylark on the Core Worlds[3] planet Coruscant shortly after the fall of the Nihil pirates' Stormwall[1] hyperspace barrier[3] when Rina's daughter Zenny Greylark visited the office with Jedi youngling Tep Tep. After the senator opened the doors to her office, she asked Noro if her office had received a response from the office of Senator Nanders about a request for assistance to the Nihil pirates' threat that had been sent to the queen of his homeworld Reylesh a week before. Rina then stated that if Nanders' office had not got back to her, then Noro was to walk to his office and inform him that if the queen did not respond to the assistance request then she would not help Nanders sponsor his agriculture bill. Shortly after, Zenny noticed individuals move about with renewed energy.[1]

Noro appeared in the 2025 junior novel The High Republic: A Valiant Vow, written by Justina Ireland as part of the Star Wars: The High Republic multimedia project's[1] Phase III.[4]
