Being On program was a term and practice used by the Imperial factory facilities to ensure the obedience of the prisoners incarcerated in the facility. Those on program had their feet down, eyes front and hands on heads.[2] Prisoners were to remain on program during a number of situations from facility wide emergencies to the replacement of deceased prisoners. Units not in total compliance would have their floors activated without warning.[3]
