In organized crime, lieutenants were individuals who ran specific territories[7] or who held a general degree of leadership within the organization's ranks.[2] They answered to the vigos and underbosses, who, in turn, answered to their organization's crime lord.[7] A crime lord's top lieutenant, however, could be allowed direct access to the crime lord, as was the case with Qi'ra during her time as the top lieutenant of the crime lord Dryden Vos of Crimson Dawn.[2] The Black Sun criminal syndicate made use of lieutenants as seconds-in-command.[1]
