Senator Karloo was a politician in the Imperial Senate of the Galactic Empire. Following the Ghorman Massacre[1] in 2 BBY,[2] the senate held a session to discuss the events. Karloo was one of several senators who spoke within the Galactic Senate Chamber as part of the day's agenda. Karloo remarked how one of their constituents perished during the event, and stated that this event should be considered an emergency. Following Karloo's remarks, Senior Senator Erveen yielded their time to Senior Senator Bail Prestor Organa, who used Karloo's emergency statement as an excuse to invoke Article 17-252, allowing him to further yield his time to Senior Senator Mon Mothma. Senator Mothma used her time to denounce Galactic Emperor Sheev Palpatine as responsible for the Ghorman Massacre. Mothma subsequently made an escape from the Senate[1] and stated the Declaration of Rebellion above Dantooine's orbit, officially creating the Alliance to Restore the Republic.[3]

Karloo appeared in the ninth episode of the second season of the live-action Disney+ series Star Wars: Andor[1] which aired on May 6, 2025.[5] Karloo was portrayed by Nicholas Blane in the episode.[1] The character was referred to only as "Senator C" in the script, which also featured additional dialogue referencing a senator from Ilum that was cut from the final episode.[4]
