Article 17-252, also called A-17-252, was a procedural rule of the Galactic Senate which stated that a senior senator may yield the floor to another senior senator freely in case of emergency. In 2 BBY, Senator Bail Organa invoked the rule and gave the senate floor to Senator Mon Mothma.

Article 17-252, shortened to A-17 252, was an article of Imperial Senate Protocol proposed directly by the Imperial Ruling Council. It stated that, in the case of an emergency, a Senior Senator would be allowed to yield the floor to another Senior Senator freely and without interruption. This circumvented the Chair of the Senate, who would usually be the one to recognize Senators based on predetermined agendas, and allowed any Senator to take the floor and speak however they wanted.[1]

History

Article 17-252 was part of the latest ruling on Senate protocol[1] as of 2 BBY,[2] proposed directly by the Emperor's Council. In that same year, Bail Organa, the Senior Senator from Alderaan, invoked 17-252 during the emergency session following the Ghorman Massacre to allow Senior Senator Mon Mothma of Chandrila to take the floor and make her speech despite not being featured in the day's agenda. With the Oathkeeper being specifically instructed not to let her talk, the Article was the only way for her to bypass Imperial restrictions. Ultimately, Mothma was able to take the floor and condemn Galactic Emperor Palpatine as the one responsible for the attack on Ghorman, which she called a genocide.[1]
