Judgment was a part of the Order branch of the Pentastar Alignment. Their principal agents were the Great InQuestors of Judgment who were responsible for maintaining the decrees of the Alignment.
When creating the Pentastar Alignment, Grand Moff Ardus Kaine determined that the Alignment should become a symbol of the New Order. Under Palpatine's Empire, Kaine was concerned with the lack of a visible organization to uphold the mandates of the New Order. Little was done to promote adherence to these values outside of the efforts of COMPNOR's Coalition for Progress. Kaine was inspired by the Coalition's Justice Branch, and how it tried to mesh the policies of the New Order with the legal system, and created Judgement.[1]
The Empire established that fear by image and deed is far more powerful than fear alone. This maxim directly inspired the sinister appearance of Judgement's emblem and its representatives. The Great InQuestors of Judgement were former Imperial Inquisitors who wore long black cloaks and oversized hoods that hid their faces. These threatening men served as the principal tool of maintaining the decree of the Pentastar Alignment. They were accompanied by their own cadre of Protectorate troops who sought out miscreants and lawbreakers for cross examination.[1]
