So looks like peeps were mostly in support of the suggestions on this SH thread about the following Wookieepedia:Images#File_formats passage:

"Animations and videos may be uploaded, with a Consensus track vote started within 24 hours of the upload for the community to decide whether the file should be kept. Animations and videos without a Consensus track vote after 24 hours will be deleted."

Vote 1, if it passes, will "grandfather in" the animated files uploaded prior to our adoption of the above policy passage, that is, not require holding CTs for their usage on-site.

Vote 2, if it passes, will restrict the above passage's effect to the use of animated files on main namespace pages only, through the following amendment:

"Animations and videos may be uploaded for use on main namespace pages, with a Consensus track vote started within 24 hours of the upload for the community to decide whether the file should be allowed to be kept on article(s). Animations and videos used on main namespace pages without a Consensus track vote after 24 hours will be deleted."
