Following up from the SH here...

Audio file formats may include MP3, WAV, [and] FLAC. OGA, Ogg Vorbis, and Opus.

It was suggested to put this up as just removing it from the allowed file formats fullstop, rather than changing it to "recommended to not use" and then later shifting to disallowed. For one, would require more paperwork and be non-evergreen, and secondly (probably more importantly); it's a problem that hasn't solved itself in well over a decade, and doesn't look to be solving itself anytime soon. If these files haven't worked for iOS/Mac for the last many years, and readers on those make up quite a fat chunk of our readership, we probably ought to just stick with the other formats so that that half of our readers can not have errors show when looking at quotes with audio.

It's not really something that Fandom can fix, a quick Google search will show that it's just a thing across the Internet at large. Worth noting that this CT would serve as an explicit grandfather clause for all existing ogg files if it passes; they'll just be converted over time. But with stopping new uploads, essentially stops the "stream" of new oggs that would, even if this was optional, have to be converted anyway.
