The Command Articles,[1] also known as the Expansionary Defense Fleet's charter,[2] were a set of laws for the Chiss Ascendancy and the Chiss Expansionary Defense Fleet.[1] The centerpiece of the Articles was the exploration of distant regions outside the Ascendancy and search for potential threats to the Chiss species.[2] The Articles allowed a Chiss commander to board a foreign starship.[1]

Following the first skirmish against the HopeBreaker over the planet "Sunrise," Senior Captain Mitth'raw'nuruodo, core name "Thrawn," asked Supreme General Ba'kif whether the Grayshrike would be sent back to investigate Sunrise and the force that had attacked the Chiss there. Ba'kif responded that the Chiss Syndicure and the Defense Hierarchy Council were weary of sending a major warship so far from the Ascendancy. Thrawn used the fact that the cornerstone of the Expansionary Defense Fleet's charter was about exploring regions outside the Ascendancy to convince the Supreme General. Ba'kif reminded Thrawn that his "enthusiam" in identifying and confronting General Yiv had made some of the Aristocra reconsider. In turn, Thrawn found their assessment to be invalid.[2]
The Articles did not prevent a Chiss commander from boarding a foreign starship, a fact that Grand Admiral Thrawn attempted to use to convince Admiral Ar'alani to accompany the navigator Vah'nya aboard the Imperial Star Destroyer Chimaera.[1]
