The Coalition for Improvements, or the Coalition of Improvements, was a division that was part of the Galactic Empire's Commission for the Preservation of the New Order organization. It was responsible for implementing long-term methods to realign star systems the Empire considered wayward and bringing them into the Imperial fold, while bringing existing planetary infrastructure and operations to be consistent with Imperial prescriptions. The division was included in historian and Resistance paramilitary member Beaumont Kin's book The Rise and Fall of the Galactic Empire in 35 ABY.

The Coalition for Improvements, or Coalition of Improvements,[2] was a division of the Galactic Empire's Commission for the Preservation of the New Order (COMPNOR), the organization mainly responsible for promoting and creating the morals of the New Order. In the Imperial Era, COMPNOR was the largest bureaucratic group and influenced all parts of Imperial society.[1] The Coalition for Improvements, as such, was tasked with bringing existing planetary infrastructure and operations to be consistent with prescribed Imperial requirements.[2]

To realign star systems the Empire considered fractious back to the principles of the New Order, the division implemented long-term methods. Important systems were approached with subtlety, while those the Empire considered unimportant and remote systems usually suffered oppressive techniques to make them compliant. The Coalition for Progress, another COMPNOR division, reported information about cultural shifts against the New Order to the Coalition for Improvements.[1]

The Department of Modification and Redesign, an organization within the Coalition for Improvements, ensured that officials across the galaxy were advanced based upon their loyalty to the ideals of the Empire and the extent to which they were willing to foster it at the expense of personal ties. The Coalition for Improvements was often the source of Imperial orders that relocated or forcibly deported various populations or species from worlds that required repurposing by the Modification and Redesign department for Imperial use. To assist in the Coalition's operations and ensure compliance to Imperial edicts, COMPNOR utilized their military wing, CompForce.[2]

The Coalition for Improvements was active during the Imperial Era,[2] which began in 19 BBY[3] after the transition of the Galactic Republic into the first Galactic Empire.[4] No earlier than 14 BBY,[5] the Empire began developing its own population issue when they seized newly inhabited planets with highly desirable resources, but an undesirable population. Not all civilians who were evicted from their property by Imperial officials could be sent to various Imperial labor camps, and so Grand Moff Wilhuff Tarkin proposed deporting these civilians. The Coalition for Improvements organized large transport ships that landed on various Outer Rim planets that were not yet annexed by the Empire, released their civilian cargo, and simply departed.[2]

Approval by the Imperial Senate for the measure was secured through a mix of Imperial promises to relocate all civilians who had lost their homes and the reluctance of many senators from the Core Worlds for their planets to harbor additional refugees so soon after the end of the Clone Wars. Coalition for Improvements Commander Alod Zfal responded to Senate Motion #DP6218b by claiming that non-humans should want to live in segregated communities if they took issue with what they considered human supremacy.[2] In 35 ABY,[6] the historian and Resistance paramilitary member Beaumont Kin mentioned the Coalition for Improvements in multiple instances in[2] his[7] book The Rise and Fall of the Galactic Empire. Kin stated that the division's responsibility seemed amiable on the surface, but the reality was nefarious.[2]

Behind the scenes

The Coalition for Improvements was first mentioned in the current Star Wars canon in Dawn of Rebellion, a roleplaying supplementary sourcebook for the Star Wars Roleplaying series that was published by Fantasy Flight Games in 2018.[1] The 2024 reference book Star Wars: The Rise and Fall of the Galactic Empire, written by Dr. Chris Kempshall, identified it as the Coalition of Improvements.[2] The Coalition for Improvements originated in the Star Wars Legends continuity, where it was first mentioned in West End Games' 1989 roleplaying sourcebook Imperial Sourcebook by Greg Gorden.[8]
