Citizen officials were government workers for the Empire. They were required to take exams annually. Two decades after the failed Sith rebellion, posters with the dates for the annual examinations were put up on plastered walls of a communal storehouse in the city Osou on the Outer Rim planet Genbara. Citizen officials were known to, at times, be afraid to speak candidly in the presence of certain figures.[1]
When Jedi lord Hanrai conversed with the former Sith known as the Ronin aboard his Jedi Dreadnought Reverent, the lord recounted the Ronin's tale to the man himself as the black current of the Force brought Hanrai scents, sounds, and images that evoked heavy parchment on which reports to the Emperor were customarily written down, the low whisper of a citizen official afraid to speak frankly, and the type of soup he had with his favorite information broker when they met.[1]
