Balith civil war

Some of the events listed in the infobox need to have a note for the relation in regards to being prev/concurrent/next per Forum:CT:Revisiting the prev, next and conc fields.

The TCW episode doesn't identify Balith as a planet so that needs to be sourced to a different source.

Since the war isn't mentioned in the cited source for its beginning date, it requires a note to explain, though the episode doesn't say the war started then so it should be changed "By 21 BBY" with the added explanation.
