It seems the Legends first mention is Galaxy Guide 3: The Empire Strikes Back (according to the page, would be worth checking that source to be sure), with the first ID as the full name in "Loyalties"Lewisr (talk) 07:06, 19 November 2024 (UTC)- Confirming that it is! However, it seems to imply that the "general staff" is actually what we have as the Joint Chiefs of the Imperial Military, rather than an Imperial Army command organization. Full quote is "This fleet was the personal instrument of Darth Vader, but it had to be given an official military commander in addition to the Dark Lord, in order to appease the high-ranking members of the general staff," which is within Admiral Ozzel's entry.
