He's named in that panel, so it counts as a mention. 1stp applies to the first visual depiction of a subject, or if the subject first appeared in promotional material like trailers without being named (e.g. Ruescott Melshi). - I wouldn't necessarily say so, Cal Kestis fought alongside the Partisans and wasn't affiliated with them for example.
