Star Wars: The Rise of Skywalker: The Visual Dictionary dates the public formation of the First Order to five years after the Starkiller Incident, dated to 34 ABY by Star Wars: Galactic Atlas. As such, the First Order must have been publicly formed in 29 ABY, and the Madame Secretary must have died long before that year.
