Toric Bisilt was a Bothan male who served as a lieutenant in the Thaereian military during the Clone Wars. Around 21 BBY, Bisilt was assigned to customs duty in the Cularin system in the Expansion Region, serving aboard the CR90 corvette Thaere Runner. When passing near to the Cularin comet cloud, the corvette encountered a passing starship piloted by a group of freelance operatives and Bisilt boarded the vessel to perform a customs inspection.
Bisilt later gained command of the Corellian Gunship Thaere Interceptor and while on patrol in the Cularin asteroid belt, he intercepted and boarded a freighter transporting arms for the Cularin Militia armed force. The Bothan and his troops seized the vessel's cargo and killed the ship's officers, then departed and boarded another passing vessel that had been drawn to a distress signal from the stricken freighter.
Biography
Customs duty on the Thaere Runner

Toric Bisilt was a Bothan male, who worked as a customs officer in the Thaereian military, an armed force from the Thaereian system, during the time of the Clone Wars. Bisilt held the rank of lieutenant and served aboard the CR90 corvette Thaere Runner.[1] Around 21 BBY,[3] Bisilt accompanied the corvette on a customs duty assignment in the Cularin system,[1] an Expansion Region[4] star system that the Thaereian military was chartered to defend.[1]
While traveling near to the Cularin comet cloud on the edge of the Cularin system, the Thaere Runner encountered a starship bound for the planet Druckenwell and ordered it to power down for inspection. Bisilt lead a group of Thaereian soldiers onto the vessel and interrogated the crew, a group of freelance agents transporting goods for the Rodian entrepreneur Renna. Hoping to uncover any contraband that the vessel might be be carrying, Bisilt demanded the agents provide information on the ship's cargo and destination. He also ordered three of the Thaereian soldiers to search the ship for evidence of anything untoward. Once the inspection was complete, Bisilt and the Thaereian soldiers disembarked from the vessel and allowed the freelancers to proceed with their journey.[1]
Enforcing the blockade

The Thaereian military later strengthened their naval presence in the Cularin system and established a full blockade, overtly with a view to deterring smugglers but in truth to counter the Cularin Militia, an armed group that opposed the Thaereian occupation of the Cularin system. Bisilt was assigned to customs duty in support of the blockade,[2] commanding[5] the Corellian Gunship Thaere Interceptor.[2]
On patrol in the Cularin asteroid belt, the Thaere Interceptor apprehended the Barloz-class medium freighter- Aggressive Negotiation, an arms transport carrying weapons for the Cularin Militia, and he ordered the vessel to stop for inspection.[2] Bisilt led[5] a Thaereian boarding party onto the freighter and had his troops confiscate the vessel's arms consignment and destroy the cargo manifest, despite the crew having documentation that proved their haul was legitimate. After the freighter's captain Jarl Narvis challenged the seizure,[2] Bisilt shot and killed him.[6] The Thaereians then took the lives of the transport's other officers after they resisted. Before the Thaereians could shoot Narvis' wife Gille Narvis, Bisilt and his forces were called away to investigate another vessel approaching their position,[2] which had been drawn over by a distress signal sent out by Gille. Bisilt[5] and the rest of the boarding party disembarked the freighter, leaving the Aggressive Negotiation disabled and adrift in space.[2]
The Thaere Interceptor caught up with the starship that it had been ordered to intercept, which was piloted by the same freelance operatives that Bisilt had previously encountered[2] when on customs duty aboard the Thaere Runner.[1] Accompanied by a squad of Thaereian soldiers, Bisilt boarded the vessel and demanded that the captain report to him and provide proper legal documentation regarding the particulars of their ship. The Bothan customs officer did not recognise the freelance agents from his previous run-in with them and questioned them regarding their employers, cargo and destination. Hoping that the vessel might be carrying contraband for the Thaereians to uncover, Bisilt ordered his soldiers to search the ship. Once he was satisfied that everything was in order, Bisilt returned to the Thaere Interceptor and allowed the freelancers' ship to leave.[2]

Toric Bisilt was an obnoxious and merciless individual who gave customers officers a bad reputation. He relished using physical force against others and was content to shoot those who he saw as a threat.[2] When questioning people in the course of his duties as a customs officer, he maintained a business-like demeanor[1] and sought to coerce those whose ships he inspected into providing inconsistent answers;[2] truthful responses perplexed and irked him. He would probe any conflicting information provided to him and was determined to find illicit cargo onboard the vessels he inspected.[1] He especially sought to put pressure on individuals who remained quiet when he quizzed them, because he considered such people to be trying to conceal something important from him.[2]
The Bothan lieutenant expected that others should be deferential toward him, as he saw befitting someone of his rank. He also believed that he deserved better than customs patrol duty and was therefore responsive to the use of flattery to manipulate and deceive him.[2] He had a dislike of members of the Cularin Militia and was wary of the Jedi,[1] a monastic order of Force users.[7]
Bisilt was proficient in the use of a variety of armaments, including blaster rifles, blaster pistols, heavy weapons and vibroweapons. The Bothan was multi-lingual and in addition to Basic, he could both speak and write Bothese, and was also fluent in the languages Caarite, Huttese, Shyriiwook and Sullustan.[1]
Equipment
While assigned to customs duty in the Cularin system, Bisilt wore a dark blue combat jumpsuit with the gold insignia of the Thaereian military emblazoned on the upper part of each arm and a comlink communication device clipped to the collar. He was armed with a heavy blaster pistol, strapped to his left thigh, and he was also equipped with a breath mask and datapad.[1]
Behind the scenes
Toric Bisilt first appeared within Star Wars Legends continuity in the 2002 roleplaying adventure Looking In: Outward Bound by Morrie Mullins and Lee Pickler, which formed part of the Looking In trilogy of RPGA's Living Force campaign.[1] He made a further appearance in the Living Force campaign in the 2003 adventure Belted In: Incursion by Jae Walker and Victor Long, part of the campaign's Belted In trilogy.[2] Bisilt was also referenced in the 2008 compendium The Complete Star Wars Encyclopedia in the entries for Gille[5] and Jarl Narvis.[6]
The Encylopedia provided clarification regarding Bisilt's participation in the attack on the crew of the Aggressive Negotiation[6] In Belted In: Incursion it is implied that Bisilt lead the attack, noting that the leader of the Thaereian troops who boarded the freighter was a lieutenant and party of the same group of Thaereians encountered by the freelance operatives a short time after.[2] The Encylopedia explicitly confirmed Bisilt's role involvement in the attack and provided new information that it was Bisilt himself who killed Jarl Narvis.[6]
Possible roleplaying outcomes
In Looking In: Outward Bound[1] and Incursion,[2] the players roleplay as the freelance agents that the freelance agents that Bisilt encounters while on customs patrol. In Outward Bound, it is possible for the player characters' to be boarded by Bisilt and Thaereian soldiers while departing the Cularin system. Bisilt questions the player characters and is especially watchful of and derisory toward any players roleplaying as members of the Cularin Militia. He also requests that any Jedi or other Force-using player characters refrain from using their powers to perform mind tricks on the Thaereian boarding party.[1]
Once the Thaereians have completed their inspection, Bisilt then allows the player characters to leave. It is alternately possible for the players to engage in combat with Bisilt and the other Thaereians. It is also possible for the player characters to destroy the Thaere Runner, in which case Bisilt and the rest of the corvette's crew are killed.[1] This latter eventuality presumably does not form part of official Star Wars Legends continuity given that Bisilt subsequently appeared in Incursion[2] and therefore could not have died during the events of Outward Bound.[1]
In Belted In: Incursion it is possible for the player characters to encounter Bisilt for a second time, if their ship is apprehended by the Thaere Interceptor and boarded by the Bothan lieutenant and his forces.[2] As he does in Outward Bound,[1] Bisilt warms any Jedi player characters not to perform any mind tricks, though despite his warning is possible for Force-using players to use mind tricks to convince Bisilt to let their freelance agents leave unhindered. When questioning the player characters, Bisilt gives particular focus to challenging any of the players who try to remain quiet, as he suspects them of hiding something from him.[2] Also like in Outward Bound[1], it is possible for the freelance agents to engage in combat with Bisilt and his soldiers.[2]
