Site 23 was a town located on the Imperial-controlled Mandalah III, a planet that had fallen into anarchy. Mandalah III, a world ravaged by centuries of mining, was home to many dusty, sickening cities and old, ruined industrial complexes converted for habitation. Site 23 was one of these cities.[1]
Behind the scenes
Site 23 was mentioned in the roleplaying adventure "Le faucon mandalais" written by Jean Balczesak for use with West End Games' Star Wars: The Roleplaying Game. The adventure was published in the sixth special edition issue of the French Casus Belli magazine, released through December of 1992 to February of 1993.[1] As the adventure was released outside the Lucas Licensing process, it is considered non-canonical with respect to the Star Wars Legends continuity.[2]

Lucasfilm treats material from the various unlicensed roleplaying game magazines as non-canonical with respect to the Star Wars Legends continuity, with the only exceptions being the existence of those worlds and star systems that are referenced in The Essential Atlas and its StarWars.com Online Companion, and any other details that were referenced in, and thus canonized by, an official source.
