Emergency Amendment 121b, or as it was more commonly known, the Reflex Amendment was an act passed by the Galactic Senate at Supreme Chancellor Palpatine's bidding in 21 BBY. In Palpatine's words, the Amendment provided for "efficient streamlining of cumbersome bureaucracy." In other terms, it allowed the Chancellor to react to any battles without consulting the Congress. It also allowed the Chancellor to interfere in the local government of sectors and planets.
