The Public Safety Initiative was a government program that was instituted by Imperial Governor Thorden[1] sometime before or during 3 ABY.[2] on Toshara, a moon in the Outer Rim Territories. The program involved adding stricter regulations to merchants in Mirogana, the capital city, as well as a twenty percent tax.
By 3 ABY,[2] an individual owing 715 credits as a result of the tax received a message stating that failure to pay could result in high–interest fines, seizure of property, and/or imprisonment. A datapad which included this message was on a rock formation next to a crashed TIE/ln space superiority starfighter in the Southern Falls region of Toshara.[1]

Public Safety Initiative was mentioned on a datapad on near the Smuggler Cache 71 in the 2024 video game, Star Wars Outlaws developed by Massive Entertainment and published by Ubisoft.[1]
