Phadreas Kole was the Imperial governor of Rhinnal in 0 ABY. He had little involvement in politics, focusing instead on his landspeeder collection rather than the conversion of Rhinnal to Imperial standards.
Biography
Phadreas Kole was a moderate and passive Human who had joined the Galactic Empire after its rise.[1] In its early years, the Empire granted the Core Worlds planet Rhinnal marginal independence, and the Darpa sector's Moff, Jander Graffe, installed Phadreas Kole as Imperial governor to ensure Rhinnal’s compliance with the precepts of the New Order.[3]

Nevertheless, life on Rhinnal had changed very little with the rise of the Empire – even less than elsewhere in the Core. As a former colony, the Rhinnalians had been accustomed to a certain lack of autonomy. People had not taken much notice when the moderate and benevolent Esselian governor was replaced by an equally indifferent Imperial one.[1] The locals had barely noticed Kole’s hands-off leadership. Opposition to Palpatine’s regime had remained muted, even among the Jedi sympathizers at the old chapter house.[3]
Governor Phadreas Kole was an inoffensive man who had been far more interested in maintaining and restoring his vast collection of antique landspeeders than in making his mark on Rhinnalian history. Moff Jander Graffe had urged him to crack down and make more of an effort to bring Rhinnal fully into the Imperial fold, but had not made much headway. Kole’s bureaucracy had remained quite small by Imperial standards. Public affairs on Rhinnal were mostly handled during periodical gatherings of clan heads when they were judged to be of little import to the outside galaxy, and by the governor when they were considered significant.[1] However, while the locals had posed no threat to the Empire, Kole’s Imperial masters had taken no notice of his inactivity.[2]
Six months after the Battle of Endor, the fall of nearby Brentaal to the New Republic had rattled the citizens of Rhinnal. An organized resistance movement overthrew Governor Kole two and a half years later.[3]
