Bemos was a Moff on the Imperial Remnant's Moff Council.[1] In 19 ABY,[2] he attended a meeting with the Council and Imperial Supreme Commander Gilad Pellaeon on the[1] Outer Rim Territories[3] Imperial capital planet Bastion.[1]
After Pellaeon suggested signing a peace treaty with the New Republic, Moff Andray and Bemos believed the supreme commander was joking. The latter claimed that the Empire did not surrender and thought that the Empire did not have to do anything, as he believed that the conflicts in the New Republic would lead to the government's destruction. After an hour, the meeting was over, and Bemos and the other Moffs agreed to surrender,[1] giving their credentials to Pellaeon. Eventually, the supreme commander signed a peace treaty with the Republic.[4] During the meeting on Bastion, Moff Bemos wore a large codoran ring on his finger.[1]

Bemos appeared in the 1997 novel Specter of the Past, the first installment of Timothy Zahn's Star Wars: The Hand of Thrawn Duology.[1]
