Amidst the planet's civil lawlessness, the courts respected the bounty hunters who traveled there, viewing them as a primary form of law enforcement in their free-market system. During the rise of the Empire's presence on Ord Mantell, both the courts and governors accepted bribes from the Imperial effort to control potential rebel activity.[1]
