A kleptocracy was a system of government in which those in power were thieves.[2] Not long after the formation of the Galactic Empire,[1] in 19 BBY,[3] Senator Mon Mothma felt that the new administration's policies consisted of kleptocratic economics and populist scaremongering. When conversing with her colleague, Senator Lud Marroi, Mothma reiterated her negative opinions to him, noting her dislike for Emperor Palpatine's policies.[1] By 5 ABY,[4] the planet of Tei-Untis was run by such a government.[2]
Behind the scenes
The system of government known as kleptocracy was first mentioned in the description of the Tei-Untisian Pickpocket crew member in the mobile game Star Wars: Uprising, released in 2015 by Kabam[2] prior to its shutdown in 2016.[5] Kleptocracy originated in Star Wars Legends in the 2003 reference book Ultimate Alien Anthology for the Star Wars Roleplaying Game by Wizards of the Coast.[6] In real life, a kleptocracy is a government whose leaders seek personal power and wealth at the expense of the populace.[7]

Star Wars: Edge of the Abyss on Penguin Books' official United Kingdom website (backup link) establishes the events of Reign of the Empire: The Mask of Fear take place thirteen years before the events of Reign of the Empire: Edge of the Abyss.
Rebecca Roanhorse (@rebeccaroanhorse) on Instagram (post): "Title and updated release date of my upcoming STAR WARS novel announced at SDCC. THE EDGE OF THE ABYSS takes place a year before Andor S1." (backup link) states that Edge of the Abyss takes place a year before the events of Andor Season 1, which are set in 5 BBY per the reasoning here. Therefore, the events of Edge of the Abyss must be set in 6 BBY, and the events of The Mask of Fear in 19 BBY.
