The Imperial Navy enforced Imperialization assets.

Imperialization or nationalization was the term for how the Galactic Empire took over administration of organizations that were formerly independent during the time of the Galactic Republic. Both Incom Corporation and the Corellian Engineering Corporation were Imperialized by the time of the Battle of Scarif.^[2] While they were regarded as being too important for the Empire to allow to see them fail, the Empire never fully Imperialized the loyal companies of Kuat Drive Yards and Sienar Fleet Systems. While the Empire did display a degree of control over both, the companies remained independent, choosing to tie their futures to the continuing existence of the Empire in return for massive military contracts.^[3]

In the months following the Battle of Endor, Fleet Admiral Gallius Rax nationalized all aspects of military industrial production.^[4] Nevertheless, Fondor Shipyards remained independent. Years later, Supreme Leader Kylo Ren ordered the First Order to act differently, ensuring the shipyards were completely taken over.^[5]
