Hast Ulim was a governor for the Galactic Empire who controlled the Pressylla system in the Outer Rim Territories. In order to force the star system's population to work in the mines located there, which were of strategic importance to the Empire, Ulim closed many other industries and left much of the population unemployed so that they had no other options. This was partly done through a Mining Bill which was later stored in the "Industry" section of the Pressylla Archives. The historian Beaumont Kin cited this bill and mentioned Ulim in[1] his[2] book The Rise and Fall of the Galactic Empire,[1] in 35 ABY.[3]
