Harkell was a governor of the Galactic Empire who controlled Ringo Vinda,[1] a planet in the Mid Rim.[2] When a speeder crashed on the planet and damaged a bust of Galactic Emperor Sheev Palpatine, Harkell sentenced those responsible to six months of imprisonment for their careless driving, but as he considered the damage to the bust a serious crime against the Empire, he added an additional ten years. A file titled "Speeder accident #5744182" was created on the incident and stored in the "Criminal Sentencing" section of the Ringo Vinda Archives. The historian Beaumont Kin cited this file when mentioning Harkell in[1] his[3] book The Rise and Fall of the Galactic Empire[1] in 35 ABY.[4]
