"Vote for Palpatine. Vote for the Empire. Make Mon Mothma vote for him too. Be good little Senators. Mind your manners and keep your heads down. And keep doing all those things we can't talk about. All those things I can't know. Promise me, Bail."
Padmé Amidala during the Declaration of a New Order[1]

The Delegation of 2000 was the group of senators, many of whom were part of the Loyalist Committee, who created and presented the Petition of 2000 to Supreme Chancellor Palpatine near the end of the Clone Wars. The delegation were concerned about the Chancellor's continued usage of emergency powers even as the Clone Wars were nearing its conclusion—especially the formation of the position of Moff. Many of the senators feared for the future of democracy in the Galactic Republic.[2]

After the formation of the Galactic Empire, the new Imperial Intelligence arrested[3] at least sixty-three senators, although some were merely detained temporarily, perhaps as a warning from the new Galactic Emperor.[4]

Following the Battle of Kashyyyk, half the Delegation of 2000 withdrew their signatures from the petition. However, many of them still quietly opposed Palpatine's rule, and it was they who, in the wake of the Ghorman Massacre, eventually formed the Alliance to Restore the Republic.
