Briggs was a human soldier who served in the Cularin Militia. In 19 BBY, he was sent to the Cularin jungle with a Militia detachment, so the site of a decoy conference, which had been organized to stop the Believers attacking a conference on Tilnes. Briggs was unaware of this and believed that the conference on Cularin was the real one.

He was a very committed soldier and liked to do his job to the best of his ability. He also had a very deep voice.
