An arbiter-general was a position in the Galactic Republic that involved arbitrating disputes between different worlds, species, persons and cities. Mon Mothma's father held such a position, and Mon Mothma learned diplomacy from him which served her well in her position as a senator in the Galactic Senate.[1]
