Arbiter was a title given to the person who crowned the supreme governor of the planet Birren. The arbiter would bestow the supreme governor with a cloth-of-gold mantle and a scepter, which symbolized sheltering and defending the people of Birren.[1] After becoming disillusioned with the Jedi Order, Jedi Master Prosset Dibs accused the Jedi High Council of being self-proclaimed arbiters of the Force.[2]
